How Can I Make A Graphic Similar To This?

Hi All!

I'm looking to make a graphic similar to the one located at 
http://www.kapsi.org
(the KAPPA ALPHA PSI graphic at the top of the site). Would this be 
considered a 3-D graphic? If so, what tools should I use (ie PSP 6.0, 
Adobe..etc.)?
