I've found the best way to do this is draw a short line on a new,
transparent layer, select all (ctrl-a) and copy (ctrl-c), then paste
(ctrl-v) and move it around with the cursor keys to get it lined up just
perfect.

there is really no automated way to do this in PS.. but that's the best hack
around it.
