Royalty free maps for WWW use?!

Hi.

I'm not sure if this is the place to ask, but I'm now getting a little
desperate!

Some background is warranted; Over the last two years, I've tried to find
royalty free (i.e., free, no-charge, bugger-all-to-pay, etc) maps, to modify
with overlays, for use in my hobby site, which is devoted to the Role
Playing Game Millennium's End. The Millennium's End London Sourcebook is a
freeware user sourcebook, intended to give players of the game a
backgrounding in the London of Millennium's End (If you don't know what an
RPG is, there's an explanation on the site, btw; just go back a directory in
the URL below, and select Millennium's End; you'll find a reference there).

Being able to place such maps on the site would enable me to show the areas
of London that the sourcebook
(URL below, BTW) covers, in the same way that a sourcebook supplement
published by the makers of the game, Chameleon Eclectic Entertainments, has.

So far, I've had no luck whatsoever. I'm hoping that someone knows where I
can get such royalty free maps for use on the WWW.
