  You mentioned that the graphics (some) were in tiff format. I believe if
these are good quality graphics and you are converting them to a gif format,
you are going to get that blurring effect because of the loss of number of
colors.
  I aslo saw you had PSP, so I suggest trying to convert a tiff over to a
jpg and see if you still get the blurring effect.
