Yes Chris, there is, and in fact you have a lot more control over it.  Go to
Image - Canvas Size (Not Image Size).  From there you get a dialog box where
you can enter the new canvas size.  You can also indicate the position of
the image inside the new canvas.  Now for the hints part - Make sure you're
doing this in the first Background layer.  While you can increase the size
of the canvas in any layer, if you try to paint onto the border, it'll paint
over your layer instead.  Any previous layers may be over written.  Set your
background color to what ever color you want your new border to be or you
can select white and use the magic wand to select the new area once it's
enlarged - from there then you can paint it anything you want.  That's it
