Because that is the default that Win 95 will set itself
to if no-one changes it. The people who are reporting
higher settings are seeing the results of a brand name
computer having a customised setup of the OS.
Or a dealer who cares enough to take the extra time to
set a sensible screen res and colour depth, or who uses
an image file to setup new machines.

This was my point in my last post on the topic.
I was not being silly or getting into 'semantics'.
