border around an image

I'm trying to add a border around images using Fireworks 3. I've tried a few
things but so far all I have managed to achieve is covering the whole image
with another color.

I'm using a test image http://www.webdiva.co.uk/test.htm and an example of
what I'm trying to do is beneath it.
