A lot of filters call the effect "scan lines", taken from the way some
television feeds look.

I.C.NET Software has a fabulous set of filters called Filters Unlimited that
has several treatments with this effect.  http://www.icnet.de (photoshop and
compatibles such as PSP)

The Xenofex set has a filter called "television" that also works nicely.
There are also good things to be found at plugin sites around the web, but I
can't bring the name of a particular filter to mind.
