Technically speaking WMF is a vector file and so Photoshop
is technically correct if it refuses to open it.

Paintshop Pro will open and save the WMF files, as will
Freehand as you discovered. What you are doing is a sensible
method of dealing with them. Open in Freehand and size correctly
for your use (a wmf scales easily due to it's vectorness), then
export it as a bitmap (format as required).
