Formats & Resizing

I'm new here, so apologies in advance if this has been asked or if it's =
too basic for this list. I'm probably intermediate HTML, but not real =
familiar working with different graphic file formats. Just recently got =
a scanner, and am helping put together a living history site. My problem =
is that while I can resize them, I'm not sure if I should also be =
reducing colors or anything like that to help keep down the file size.=20
I'm thinking thumbnails for a "scrapbook" type page, my question =
pertains to those pics that will be full-size as part of a page.
I'm using Paint Shop Pro, and often when I reduce colors it won't allow =
me to save as JPG. Is this normal? Again, sorry if this is too basic for =
this list and TIA for whatever help I get.
