Sounds like Dreamweaver 2.0 is the tool for you.

It is tough to figure out at first glance, but the
tutorials are VERY thorough and easy to grasp.

It also has a "Cleanup HTML" feature, which is
the developer's savior.

It's very advanced, yet easy to use.  For graphics,
I recommend PhotoPaint 8.  It's good that you
already have it.  This is one that you can learn
with experimentation.  It also compresses GIFs
and JPGs better than anything else out there,
resulting in a faster website.

I, too, hate busy sites with too many options and
constantly running animations.  Those are big no-nos
in site development.
