Kathy,

Try www.hemera.com   I bought a collection of their 'photo objects' and they
are great!  It comes with a viewer that allows you to insert specific
backgrounds behind the photo's, resize and then save to a variety of
different formats.  I'm very pleased with it overall, although I would like
to have more selection.
