I have all of my pages in a four celled table, and use tables inside the
cells when necessary.  However, I try to refrain from going more than one
table deep into any of the main table cells.  I try to use ROWSPAN and
COLSPAN whenever I can.

Depends on your audience.  If they're all using browsers that can handle
CSS, then that would be the way to go.  Me, I have to design for everyone,
so I use tables and try to keep it really simple.  Luckily, my customers
care more about how my site works than how it looks.
