I mean the second one.  The first one is invalid HTML as alt is not a
"standalone" attribute like checked or selected in input and option form
tags.  It needs the equal sign and the empty quotes.  Btw, leaving out the
ALT attribute altogether is also wrong (though perfectly valid) in all
circumstances.  ALT attributes are required by the ADA and are a
requirement for accessibility in the Web Accessibility Initiative
Guidelines (http://www.w3.org/WAI/) as well.  They are very easy to add and
really help users that use non-graphical browsers or special user agents
like text to speech or braille readers and others.
