Karen,
I'm using 5.0 -- I cannot directly open a .wmf file in Photoshop
but with the help of Word I can. 

[provided you are working on a PC - unsure about MAC]
If you've go Word you can >insert a picture.
Once your .wmf image is inserted click on it to highlight -
click on copy -- this places the image on the clipboard.

Now go back to Photoshop click >File>New and a canvas will
open the size of the image on your clipboard.
Now click >Edit>Paste and your image should appear
in Photoshop.
