Bottom line is the photographer owns ALL rights to the photographs he takes.
Unless he spcifically transfers these rights the owner of the photos has
only the rights to the photos he has.  Typically the right of reproduction
is held in reserve.    The owner can do anything he wants with the pictures
he has, but reproducing them is probably not one of them.  All of this is
dependent on what the original agreement was.
