Slightly tricky problem.  Your map will need to be as large as can be, I
would recommend at least 620 pixels wide.  If Alaska and Hawaii are
necessary, put them below the contiguous states.

Now you will need software that allows you to lay out the hot areas in
polygons rather than squares, circles etc.  I recommend HoteMetal Pro which
has a shareware version at http://www.softquad.com   This software makes map
work a  breeze.

Create a new page.  Then you add the graphic by clicking in the image icon
and browsing for the image. Now click on the graphic, then select the
polygon shape from a tab at the bottom of the page and draw the outline of
the state in question.  When you complete the shape a box pops up where you
can browse for the link and enter text for the ALT tag.  Talk about easy!

You must be very careful and not overlap areas.  This confuses some
browsers.  Small states like Rhode Island should have a blow-up version in
the ocean so they can be easily selected.

One final word, the map won't work right for webtv.  It does not support
polygons. This may be true of some older browsers or off-brand browsers.  I
know it works well for Netscape and IE.
