I allow myself to disagree with you.
In Corel Photopaint 8 (what else) you draw an rectangle with the "Rectangel
Tool" and in the Property Bar you define "Roundness" from 0 (square) to 100
(completely round edge).
Even a child could do it. You don't need a vector graphics programm.
