Paint Shop Pro is one of the best available. It is shareware, but keeps
working after the 30 day trial limit. http://www.jasc.com/

I have Macromedia XRes 2.0 SE, which is a freeware version I got of a PC
Format CD. I have never seen it on the web. http://www.macromedia.com/

Microsoft Image Composer is fantastic, similar to PhotoShop. There was a
beta of 1.5 available a while ago but I don't know if it still is.

Of course there is PhotoShop, but you cant save in the Tryout version.

I have also run into a FANTASTIC program called DDTitle, which is very good.
It is not like a normal image editor, but you add shapes and text and add
filters to them. It really is good. I might put it up on home page once  get
a new one. It is a free beta, but works perfectly. No beta bugs!
