Xara3D is a great little program. I love it.

If you want something with more power, check out Ulead's Cool 3D. It can do
some fantastic  things.

Pixel 3D also lets you make text logos, but it is much harder to use, and a
bit confusing. Although is does have a lot of great textures, such as fire,
clouds and so forth.
