I use FrontPage 98 and Image Composer exclusively.

(see the demo - it's worth it!)
I think they're both powerful tools. FP98 is different to use if you're used
to coding by hand. It's a graphical interface and so there's a small
learning curve. Of course, FP98 makes getting to the code very convenient, a
la HomeSite (the same could *not* be said for FP97).

About tables and images, what could be easier than Drawing A Table with a
"pencil" tool?! Just drag out the table you want and presto, there it is.
Want another cell? Draw it. Oops! Don't want cell there? Erase it with the
"eraser" tool. Want to alter the size of a cell? Drag its boundary to
exactly where you want.

Placing images is equally as easy.

FP98 comes with Image Composer, a powerful image editing tool. While
admittedly it doesn't have all the features of PhotoShop, IC was created
specifically for web graphics. It also accepts 32 bit PS plug-ins. Combine
IC with Eye Candy and/or Kai's Power Tools, and IMO you have a first class
combination. I've yet to see anything on the web that I couldn't replicate
with this set up. As if that isn't good enough, IC has a very short learning
curve. Very short.

FP97 had a lot of problems to work around and got a (well deserved)
reputation for it. With FP98 and Image Composer, it's a whole new ballgame.
