There are various ways of doing this.
Best is to get a decent 3D package.
Second is to get a basic 3D package such as 3D/FX.
If you don't want to buy any (more) software, you can do this in Paint Shop
Pro or any similar graphics package:

1.    Increase colour depth to 16 million colours
2.    Duplicate the original file so you have 5 copies (in PSP, push SHIFT-D
        four times)
3.    Leave the first image alone

In the following steps, leave the vertical height in the resample = the
height of the original image. Do this by unchecking the "maintain aspect
ratio" box.

4.    Resample 2nd image to 9/10 width of original (same height)
5.    Resample 3rd image to 4/5 width of original
6.    Resample 4th to 2/3 width original
7.    Resample 5th to 1/4 width

8.    Duplicate the 5 images once each.
9.    Mirror the duplicates.
10.  Do an Image | Enlarge Canvas and enlarge it to the same dimension as
        the original
11.  Decrease colour depth on all images to 256 colours (you might like to
        use the same palette for each)
11.  Save out the images as gif files.
12.  Stich together in GIF Construction Set or whatever.

Notes:
    Image sequence is 1 2 3 4 5 10 9 8 7 6 7 8 9 10 5 4 3 2 LOOP
    (if you save them out as 1,2,3,4,5 mirror to 6,7,8,9,10)

    Add a perspective effect using Deformations | Perspective Horizontal.
    If you do the perspective before you resample widths, it might squash it
    correctly anyway.
    If not, do a gradual increase in the effect on each frame.
