Filters & Textures

Hello all,
        I am using Paint Shop Pro 4.12 and I'm looking for plugins for
filters and textures are there any web sites that have these?
Also are there any shareware programs that allow you to create texture files
(*.tex) or 
filter files (*.8bf)???
