Thumb Plus is a thumb nail viewer. It does not reduce the file size of
graphics, instead it just displays them at a smaller size so that you can view
an entire gallery of images. If you double-click an image, it will show the
image full size.
Paint Shop Pro will allow you to control the compression of files if you
choose to save it as a JPEG file. Also, Animation Shop which comes with PSP
will allow you to control the file size of graphics when you save it. You can
even tell how many colors you want to appear in the image. ImageReady can do
that too and it will display how long it will take to download with different
modem speeds.
