Yes. I've used a shareware program called ZipIt to create ZIP files. 
Also, the essential utility Stuffit will unzip those files.

Yes. SimpleText, which comes on all Macs, will open .txt files by 
default. Any of the word processors, such as Word, WordPerfect, etc, will 
also work. I use BBEdit.
