Word Art is in the Drawing Tools Tool Bar of Microsoft Word. 

VIEW
--->toolbars
          -->drawing

Click on the tilted "A" icon to bring up the word art window.

I've used the same 'trick' of creating a graphic in Word, then copying it and pasting it into MSPaint or other simple program for later use in PS etc. It's not scalable; so I've had to re-create the whole process to get a clear good result in the size I need... but it can be done.

You can do the same with a TextBox in Word, which is the "A" inside of a box on the drawing tools toolbar. 
You can change the background of the text box, even use MS word's gradients, patterns, etc.  Get creative using your own font type, and use the "bring forward" and group functions to create various 'layers' of text boxes, each with text and graphics(use the clipart that comes with word) (this is similar to using layers in photoshop) 

The final step is to click the white arrow on the drawing tools toolbar, and draw a big square around all your boxes/graphics etc. to select them all. Then "group" them as one large graphic.  "Cut" or copy the selected item and paste it into your fav editor. 

Not having PS on a work machine has forced me to get creative in using Word, clipart, mspaint, and msphoto-editor!   Sometimes it has worked well to make a nice basic graphic I can email to home, then dazzle it up with a more advanced graphics program. 

It's not the BEST graphics solution, but it is a fun additional resource to keep in mind for those difficult situations.
