Take a look at Ulead GIF/JPEG SmartSaver program from:
http://www.ulead.com/

I prefer it over PS's Export, one of the reasons being that
I don't need to change an image's mode to Indexed and 
then use the Export just to be able to make it transparent.
One of it's other options is 'Adjacent color only' which is
what you're looking for.
