I use the same two browsers you mentioned and saw the same results as 
you did.  The only thing I could think of is to make it go faster or 
insert a couple more frames.

Hello all.
  I have made an animated gif.  After making it and adjusting the speed 
etc
I noticed that it flows about 1/2 times slower in Netscape Comm 4.04 
than
in IE3.0.
The image is of a raindrop falling and splashing an R.  The image is at:

I made it so it loops 10 times then stops. the times are between 10 and 
20
1/100ths of a sec for each frame, with a 300ths of a sec delay between 
each
loop.

If anyone knows of a way to help make it move more fluid in NN please 
let
me know.  Also the file size for the animation is 19k...is that good or
should I try to reduce more?
I use psp,and gif construction set from alchemy.
