I've made an animated dragonfly with PS4. I'm sure PSP can also do the
job. All I did was start with a static dragonfly (top view), use the
marquee too to copy the wings and paste on a new layer, rotate it by a
few degrees one way, copy it to another layer and rotate a few degrees
the other way. Export the different layers to different GIF files and
animated it with Microsoft GIF Animator. You'll find the dragonfly at:

I want to make animated gifs. Such as a butterfly fluttering its wings.
I'm
using PSP beta 5 and PSP4...but try as I might, I can't just rotate or
manipulate a part of an image...the one I've selected or marqueed. Any
helpful
suggestions?
