Actually, PDF can be editted by anyone who has Adobe Acrobat Exchange
(provided that no security was set on the document). Editting is
limited though, all you can do is change existing text, change text
colors, and create links. You cannot create new text or create/delete
blank lines. Sometimes when you alter the text it messes it up. It's
better than older versions of Exchange though which did not allow any
editting of the text.
