JavaScript Problems

Hello-
I am not sure where to ask this question so I will ask it here and hope 
someone can point me in the right direction.  My computer is java and 
javascript enabled. I have tested it at about a million sites on the web 
to make sure. My fiance is a programmer and I am a web designer and we 
have both tried to do javascripting from our computer with no luck. It 
will never work. We can see it happen on other people's pages, but there 
is no way to test out our own stuff. 
Anything we write does not work. I have had other programmers look at my 
sample scripting and they have told me that this is not the problem.  I 
want to take a javascript class soon and need to figure out why our 
computer or browsers won't let us see it. I have tried a variety of 
scripts in IE4 and NC 4.5.  What can be the problem, how do I fix it, or 
where do I turn to find out?  Thanks for any help you can provide.
