Revised Background Image Question

There was a minor error the first time I sent this that might cause a bit of
confusion. It has been corrected in the following passage:

Is it possible, when programming with simple HTML script, to change the
background image (which has a "FIXED" property) upon "activation"  or "use"
of the up/down scrollbar located on the right side of the screen?

ANY suggestions would be appreciated beyond words.
