Background graphics

I'm going to run this question through the mailing list one more time, as it
seemed to stump everyone before.

What I'm trying to do is have the background image change once the site
viewer begins to scroll down the page. This means that the page would be
fully loaded, sitting there happily until the viewer decides to scroll down
to see what's below.  Once the scrollbar is "activated" or put into use,
THEN the background image would change to another.  I mean, Java supports IF
: THEN statements, and there has to be some command property connected to
the scrollbar that tells the darn thing to move the page up and down....so
wouldn't there be a way.  Someone told me this was impossible, but I'm
inclined to think that nothing is impossible when it comes to programming
computers, it just has to be done correctly.
