best way to scale images up in Photoshop?

Hi. I'm using Photoshop 6.0 for Macintosh (OS 9).
When I make images larger using the Image Size command, dots tend to
become crosses. It's pretty clear what's happening: when Photoshop
makes the dot larger, it spreads the pixels out to the top, left,
right, and bottom. Unfortunately, that leaves the diagonal directions
empty, and the dot becomes a cross instead of a larger dot.
Do you graphics gurus have a better way? I wouldn't be surprised if you
used a different command or a series of commands that I coudl make into
an action.
