image library

Does anyone know where I can find some images that I can use in an image 
library on my websites?  I offer a content management system - I'd like my 
customers to have an image library that they can access to add images to 
their pages.  Of course, price is an issue as I'm in a small niche.

The problem I'm finding is that most image licenses disallow this type of 
useage.

Any suggestions would be appreciated.  Also, would I be better suited paying a 
designer to develop a bunch of images?  Would this then give me the ability 
to offer this them in an image library on the sites that I sell?
