That sounds like something FrontPage would do. That is a horrible program.
If you want a WYSIWYG editor I recomned Adobe Pagemill 3.0. It is still
in Beta but it is pretty good. That is the program I recomned my clients
use when they want to update a couple of the pages themselves.
