<<I'm confused. Using the broswer safe palette I made a graphic which

Sounds to me like you are actually reducing the gif when it is in RGB mode,
then converting, am I correct?
I went to see your test, but it could not be found, so I cannot be sure.
You may want to try making the image an indexed image with the web pallette,
then reducing it, or you can change your colors back after reduncing it. One
of the problems (and advantages) of photoshop is that it is a "thinking"
program. It trys to decide what you need, then gives it to you. Obviously, the
program thinks that your picture is easiest to "read" in the colors it chose.
another option i use with type is to convert to say 5 colors, then use the
"select color" feature, and fill with my intended color. This works
particulary well with black type for filling with a browser safe hybrid color,
or for black/grayscale graphics.
