Actually, that's not true. I use Netscape to browse, and I have found that the
following works perfectly in both MIE and Netscape. And the bordercolor
feature allows you to choose the color of that 10 pixel wide border. (If you
don't specify, it shows up grey, or whatever color you have the default BG
color set to be in your browser.)
