Try Flash 3 (for web-based animations) or what I used to use for gifs-
PolyView. It has a very basic gif animation program, it's free, and it gets
the job done. Now I use Premiere 5, because it has a plug in to do that, but
Premiere is definitly not free. Other programs are Animagic, etc.. Check out
download.com for a program- I guarantee that they'll have more than a few.
