Strange lines in background graphic

Hi,

I just did another graphic with a white background in PSP, newly downloaded
version and I am getting dots in it too.

It is the graphic used in the animated gif on this page:
http://w3.nai.net/~moonstar/landmark.htm

The dots were there before and after I ran it through Gif Construction
Set for the slide show effect.
