David,
Depending on your paint program;
Image, Resize/Resample, choose the apropriate vertical size
(in your case 1 inch) and away you go.
Save as, and name it to make sense of the fact that it is a
thumbnail version of the original image.
ie. image1.jpg is original 350x180 pixels
image1_tn.jpg is a thumbnail version 145x75 pixels.
Then in the html code;
<A HREF="./images/image1.jpg">
<IMG SRC="./images/image1_tn.jpg" WIDTH="xx"
HEIGHT="xx" ALT="a pic"></A>
Take out the carriage returns and leave it all one line.
Of course you should choose a naming scheme that suits
you and your pictures.
