Merging layers

I am having a terrific go-round about Adobe programming.
What do you suppose the reason is why Adobe (in PS4, IR, don't know about
PS does not allow for copies of layers to be saved right in the image when
you also merge them? It seems like there would be a good programming
reason, not to mention that I for one wouldn't like to have to keep track
of all those extra layers -- but I concede there are times when it might be
more convenient than to duplicate a bunch of them you need later or draggin
and dropping to a new image, which is my workaround, actually that helps me
keep better track anyway. But he says that there's no reason not to
program this in. I told him to write Adobe, but wondered if I'm missing
something and that really is possibel, and if not, any good reasons why not?
