Hi Jennifer, 

What you need to do is enlargen your canvas size about 20 to 40 pixels
larger than your photo, then using your marque too, create a box on the
inside of your photo just a little, the invert your selection, the blur.

1. Open your photo
2. On your menu bar select "image" then click on "canvas size".
3. make your width and height about 20 to 40 pixels larger than it shows
4. Select the "box" (marque) tool from your tool bar
5. Create a marque inside your photo a little, (like you were going to crop
     
   some of the photo out)
6. Click on "Select" then "Inverse"
7. Click on "Filter" then "Blur" then "Gaussian Blur"
