Link subtext with lines?????

Hello all,
I have noticed that the text beneath a link (not all links?) in
Netscape 4.03 shows up completely underlined, yet in 3.01 only the link is
underlined, as it should be.
The unwanted lines in 4.03 do not function as with the actual link, but
they are ugly.
Is anyone familiar with this, and if so please help.
