Convert .dwg/.plt to anything else

I have a cad drawing done on a network application
that will only save as .dwg or .plt, because of the way
the school of engineering here has got it set up. Is
there *anything* out there that will convert either of
those formats to something that Paint Shop Pro can
read? I've searched the web and the archives
and I'm coming up empty every time.
Free or shareware would be nice, but by now
I'm ready to listen to anything.
