One way to do it iiiiiiiiiiiiiis:

1. new image (duh)
2. create text, whatever.
3. filters--> blur--> motion blur to whatever angle ..etc
4. filters--> distort--> twirl, or ripple, or pinch, or wave, or zig zag etc..
5. flatten layers
6. save

I can make some examples if ya want.
