Wax Seals

Hello All-

I've been playing around with creating images that look like wax seals.
I've been able to sort of get the look I want with PSP5 using the Hot Wax
Coating filter, but it still isn't quite right.

Does anyone know how to create this look using either PSP or Photoshop?
