I'm suprised nobody suggested this, but Alien Skin's Eye Candy filter pack
for Photoshop includes a chrome filter, among other essential filters.
It also has cool filters for things like beveled text, fire, carved-out
text, and automatic drop shadows. It's not all that expensive either, I
think it's like $100. Check them out at http://www.alienskin.com
I highly recomend it.
