static screens...

hi,

I've just done a quick tour of about a dozen graphic tutorial sites, and
couldn't find anything along these lines - closest i got was andyart.com's
tv screen effect, which isn't what i want.

i'm looking to create static, probably in an animation with about three or
four frames. does anyone know of any tutorial/site, or have any tips for a
way to do that in photoshop 4, similar to what you get on your tv screen
when it's not tuned in or something.
