two things

hi all,
first i have an image, two colors, blue and white...white is
background....have tried numerous things to make background transparent using
PSP.  Reduced colors to 256, checked optimize, error diff, and reduce color
bleeding, checked set trans as bkgd color and nothing.....I have tried several
combinations of the above and still cannot get it....what am I doning wrong??

Second need a shareware/freeware/trial program to create a rectangular sea
shell border for an image.
